CP Gurnani appointed as the new Chairman of NASSCOM

National Association of Software & Services Companies (NASSCOM) has appointed CP Gurnani as its Chairman for 2016-17 and Raman Roy as vice chairman for the period. Currently, Gurnani is Managing Director (MD) and Chief Executive Officer (CEO) of Tech Mahindra. He is a chemical engineer from the National Institute of Technology (NIT), Rourkela. He has over 31 years of rich corporate experience. Previously, he had worked at Hewlett Packard Ltd, Perot Systems (India) Limited and HCL Corporation Ltd, and had led the merger of Tech Mahindra with the Satyam. Raman Roy is the MD of Quatrro Global Services. He is widely regarded as a pioneer of the bissiness processing outsourcing (BPO) industry in india. He has successfully led the BPO initiatives of American Express, GE (now Genpact) and Spectramnd. He is a Chartered Accountant with a Doctorate in Management Accountancy and has rich corporate experience of 35 years. About National Association of Software and Services Companies:

Justice Balbir Singh appointed as the Chairman of 21st Law Commission of India

Union Government has appointed the former Supreme Court (SC) judge Justice Balbir Singh Chauhan as the Chairman of 21st Law Commission of India (LCI). Currently Balbir Singh Chauhan is Chairman of the Cauvery River Water Disputes Tribunal. He was judge of the SC from May 2009 to July 2014. Balbir Singh also had served as the Chief Justice of Orissa high court from July 2008 to May 2009. Apart from him, The Union Government has appointed former judge of the Gujarat high court Justice Ravi R Tripathi as member of 21st LCI.
Background

Earlier in September 2015, Union Government had constituted 21st LCI for period of Three years with effect from 1st September 2015 to 31st August 2018.

Composition: (i) Chairperson (full-time), (ii) 4 Members (full-time). It will include a Member-Secretary. (iii) Three Secretaries: Department of Legal Affairs, Legislative Department & Legislative Department as ex office Members. (iv) Up to Five part-time Members.

Recommendations: 21st LCI will give its major recommendations on a review of the Indian Penal Code (IPC), the criminal justice system and the bail law in order to ensure uniformity in the procedure of granting the relief.
About the Law Commission of India:

• The LCI is a non statutory and non constitutional body constituted by Union Government from time to time.


• The 1st commission was constituted in 1955 and since then various commissions were re-constituted every 3 years.


• It is usually headed by retired Supreme Court judge & former Chief Justice of a high court.


• So far, various Law Commissions have submitted 262 reports to make important contribution towards codification and progressive development of laws of the country.


• The 20th LCI was headed by the Justice A P Shah, Former Chief Justice of Delhi High Court and its tenure ended on 31st August, 2015.

Former Chief Justice of India HL Dattu takes over as Chairman of the NHRC

Former Chief Justice of India (CJI) HL Dattu took charge as the Chairman of National Human Rights Commission (NHRC). With this, he becomes the 7th Chairman of the NHRC, the highest government institution protecting human rights of citizens.
About H L Dattu Born as Handyala Lakshminarayanaswamy:

• HL Dattu on 3rd December 1950 in Chikmagalur in then Mysore State.


• He had started his legal career in 1975 after enrolling as an advocate in Bangalore and dealt with all types of matters like criminal, civil, tax and Constitutional cases.


• 1983 onwards he had appeared in various capacities before the Karnataka High Court including as government pleader for sales tax department etc.


• Dattu was designated as a senior standing counsel for I-T department. Later in 1995, he was elevated as a judge of the Karnataka High Court.


• In 2007, he was elevated as the Chief Justice of the Chhattisgarh High Court and later was shifted in the same capacity to the Kerala High Court.


• He was 42nd Chief Justice of India from September 28, 2014 to December 2, 2015.HL Dattu has several landmark judgments to his credit dealing with protection of Fundamental Rights of citizens and principles of law.

About the National Human Rights Commission:

• NHRC is apex statutory watchdog of human rights in the country, i.e. the rights related to life, liberty, equality & dignity of the individual guaranteed by the Constitution or embodied in the international convents.


• Formed as per the statutory provisions of Protection of Human Rights Act, 1993.


• It is multimember body consisting of Chairman and 4 members.


• President appoints the Chairman & members of the NHRC on the recommendation of the high powered committee that headed by the Prime Minister.


• The committee includes Prime Minister (Head), Lok Sabha Speaker, Union Home Minister, Deputy Chairman of Rajya Sabha, leader of Opposition in Lok Sabha & Rajya Sabha.

Former Chief Justice of India HL Dattu takes over as Chairman of the NHRC

Ex-CJI HL Dattu selected as new the new Chairman of NHRC

The Union Government has been selected former Chief Justice of India (CJI) H L Dattu as the new Chairman of National Human Rights Commission (NHRC). HL Dattu will succeed Mr. K.G. Balakrishnan who had demitted office after his 5 year term ended in May 2015. Since then Justice C Joseph is functioning as the acting Chairman.

Background Selection Committee: HL Dattu was selected by the high powered committee headed by the Prime Minister Narendra Modi. The committee also included Lok Sabha Speaker Sumitra Mahajan, The Union Home Minister Rajnath Singh, Deputy Chairman of the Rajya Sabha P J Kurien and the leader of Opposition in Rajya Sabha Ghulam Nabi Azad. His name will be sent to the President for his approval.
Statutory provisions:

As per the provisions of Protection of Human Rights Act, 1993, President appoints the Chairman and the members of the NHRC on the recommendation of the high powered committee headed by Prime Minister.

Former IAS officer Ashok Chawla appointed as new Chairman of TERI

Former IAS officer Ashok Chawla has been appointed as the new Chairman of The Energy & Resources Institute (TERI). Atulesh Jindal appointed as the chairman of Central Board of Direct Taxes

Senior Indian Revenue Service (IRS) Officer Atulesh Jindal has been appointed new chairman of Central Board of Direct Taxes (CBDT). His appointment was cleared by the Appointments Committee of Cabinet (ACC) chaired by Prime Minister Narendra Modi. Atulesh Jindal will succeed Arun Kumar who has completed his term. Jindal will have tenure of 6 months till he retires in July 2016. Atulesh is a 1978 batch IRS officer and currently working as member (revenue) in the CBDT.

• CBDT is apex policy making body of Income Tax department in India and is the supreme body for framing policies related to direct taxes.
