Supreme Court approves Union Government’s guidelines to protect Good Samaritans to victims

Supreme Court has approved the Union Government’s guidelines to protect Good Samaritans, who help the road accident victims, from being unnecessarily harassed by the police or any other authority. These guidelines based on the recommendations K S Radhakrishnan committee were approved by the SC bench comprising justices V Gopala Gowda & Arun Mishra. These guidelines will be binding on all states and Union Territories untill the union government enacts a law to this effect. The bench also has asked the Union Government to give wide publicity to these guidelines so that people who help others in the time of distress are not victimised by any authority. It should be noted that SC took on record these guidelines to protect Good Samaritans placed by the Union Ministry of Road Transport & Highways. The Ministry had approached the SC for issuing these guidelines on all states and Union Territories by its order as it was facing difficulty to enforce them in the absence of any statutory backing.
Background:

The Guideline of the Transport Ministry were based on the recommendations of the 3 member committee headed by the former judge K S Radhakrishnan. The committee was appointed by the SC in 2014 to monitor steps taken by the Centre and state governments to ensure the road safety. The committee had given 12 major recommendations including setting up of State Road Safety Councils, evolving a protocol for identification of black spots, their removal and monitoring to see the effectiveness of the action taken. The committee had also suggested strengthening of enforcement relating to drunken driving, red light jumping, over-speeding and helmet or seat belt laws.

India’s 1st indigenous composites sonar dome, a ship’s underwater eyes & ears, was flagged off by the Defence Minister Manohar Parrikar. Sonar dome was dedicated to the nation dedicated to the nation and will be delivered to Mazgaon Docks, Mumbai for use in the war-ships of Indian Navy.
Some Key facts:


  • Sonar dome is dsigned and produced by Defence & Research Development Organisation’s (DRDO’s) Research & Development Establishment (Engineers) lab based in Pune.

  • It is a 1st of its kind in the country to be manufactured by the Goa based composites manufacturing company Kineco.

  • The sonar dome functions as the ship’s underwater eyes & ears and mostly all anti-submarine warfare (ASW) ships have a sonar array fitted to the ship structure below the waterline.

  • Sonar dome is a structure is fitted over the sonar array to make it acoustically transparent in order to avoid exposure of its electronics and sensors to surrounding hostile environment.

  • With successfully building indigenous sonar dome, India joins a select group of nations which have the capability of realising large composites structure with complex geometry, high structural rigidity and multi functional requirements with acoustic transparency.

Sonar: It is an acronym for Sound Navigation And Ranging. It is a technique that uses sound propagation (usually underwater) to navigate, communicate with or detect objects on or under the surface of the water, such as other vessels.

Asia’s largest and 1st of its kind optical telescope Aryabhatta Research Institute of Observational Sciences (ARIES) was unveiled at Devasthal in Nainital District, Uttrakahnd. It was remotely activated by the Prime Minister Narendra Modi and his Belgian counterpart Charles Michel from Belgium.
Key facts:

Aries telescope was joint collaborative technological effort between Indian & Belgian scientists.

Location: It has been located at a height of 2,500 metres at Devasthal in Nainital district. The site was chosen for getting a clear view of the sky.
Features: The ARIES optical telescope has mirror of 3.6 m diameter. The telescope facility has been incorporated with high end technology which enables it to be operated with the help of remote control from anywhere in the world.
Applications: It will help in the study and exploration of planets, starts, magnetic field and astronomical debris. It will also help research of star structures and magnetic field structures of stars.
Background :The ARIES telescope has been a joint international effort between Indian, Russian & Belgian scientist. In March 2007 ARIES & Belgian company Advanced Mechanical & Optical Systems had entered a contract for design, manufacture, integration, testing, supply & installation of the telescope. Belgium also had funded 7 % of the project whose total cost is estimated to be more than 120 crore rupees.

13th edition of India-European Union Summit was held on in Brussels, capital of Belgium. PM Narendra Modi represented Indian side in the summit. Terrorism: Both sides adopted a Joint Declaration on Counter terrorism to step up co-operation to counter radicalisation and violent extremism. It will also allow jointly countering the flow of sources of terrorist financing, Foreign Terrorist Fighters and arms supply.
Loan assistance to Lucknow Metro:

The European Investment Bank agreed to lend loan of 450 million Euros for the construction of the 1st metro line in Lucknow.

G20 Skills Strategy: Both sides reaffirmed their commitment to implement G20 Skills Strategy and also expressed their intention to organise a high level skills seminar.

India-EU Water Partnership: The Joint Declaration was adopted in this regard to enhance co-operation on environment issues, including on the ‘Clean Ganga’ and ‘clean india’ flagship programmes.

India-European Union Science and Technology Cooperation Agreement: Both sides agreed to extend this agreement until 2020 to boost innovation and research in India & Europe.

Common Agenda on Migration & Mobility: Both sides agreed to establish this agenda in order to enhance involvement of citizens’ in the strategic partnership.

Arbitration procedure on the Italian Marines: Both sides expressed their confidence in solving the marine case currently underway in the framework of the United Nations Convention on the Law of the Sea (UNCLOS).

Russia approves OVL’s deal to acquire 15 Percent stake in Vankor oilfield

The Russian Government has approved a deal of ONGC Videsh limited (OVL) to acquire 15% stake in Vankor oilfield from Rosneft. The deal was signed between the OVL and Rosneft in September 2015 and is worth 1.3 billion US dollars. Vankor is Russia’s second biggest oil field with capacity of total 2.5 billion recoverable reserves barrels (or 500 million tonnes). As per the deal OVL’s stake in Vankor will raise to 26% from 15% and will give it about 3.5 million metric tonnes of oil a year Consequently, Rosneft will retain the remaining 50.1 per cent and also retain full control of infrastructure of the Vankor cluster. This deal is in addition to another deal that was signed in March 2016 between the OVL and three other oil companies. Both of these deals will help India to secure access to lucrative Russia’s oil market, while Rosneft in turn will through OVL gain access to the Indian market. Vankor oilfield was discovered in 1988 and is main source supplier to the East Siberia Pacific Ocean (ESPO) Pipeline that is key contributor to the energy needs of China.

Htin Kyaw sworn in as 1st elected President of Myanmar

Htin Kyaw (69) sworn in as the 1st elected civilian (non-military) President of Myanmar after 53 years of military rule. Myanmar’s Army was in power since 1962 coup. He belongs to National League for Democracy (NLD) Party and succeeds Thein Sein, who had stepped down after end of 5 years of army backed rule. Apart from him, Military backed Myint Swe and NLD member Henry Van Thio were sworn in as 1st vice-president or 2nd vice-president of the country along 18 Cabinet ministers. Nobel Peace laureate Aung San Suu Kyi who is the leader of NLD party that has majority in the Parliament was sworn in as foreign affairs Minister. She also is Minister of President’s office, education, and energy and electric power. Htin Kyaw is a close aide and adviser of Nobel Peace laureate Aung San Suu Kyi. He was as the 1st civilian President of the country by the Myanmar’s Parliament on 15th March 2016. Even though NLD is having majority in Parliament, Aung San Suu Kyi was not able to become President as the military drafted 2008 constitution of country bars citizen having children of another country nationality. Her children hold British passports.

China succesfully aunches 22nd BeiDou navigation satellite

China has successfully launched the 22nd new generation satellite into space as part of its domestic BeiDou Navigation System (BDS). It was launched using Long March-3A carrier rocket from Xichang Satellite Launch Center located in the south-western province of Sichuan. It was the 225th launch of the Long March carrier rocket.
About the BeiDou Navigation System (BNS):

BNS is second generation of the Chinese navigational system seen as rival to the US’s Global Positioning System (GPS). BeiDou is Mandarin means magnetic Compass which was one of the Chinese major invention in the history which had revolutionized the sea voyages. The system comprises total 35 satellites in 2 separate satellite constellations:

(i) Limited test system (operational since 2000)

(ii) A full-scale global navigation system which is currently under construction. The BNS became operational in China in December 2011, with the constellation of 10 satellites. In December 2012, the system began offering services to customers in the Asia-Pacific region and on its completion in 2020 it will provide services to globle customers. After completion, the project would become an equivalent of the United State Global Positioning System, Russia’s Glonass, & Europe’s Galileo.
Applications:

(i) Civilian services: navigation, messaging, transportation and weather forecasting sectors. (ii) Military applications: ensure privacy for its military communications and missile launches by reducing the dependence on US operated GPS.

Asian Development Bank and USAID ink MoU to develop solar parks in India

The Asian Development Bank (ADB) and the Unites States Agency for International Development (USAID) have signed a Memorandum of Understanding (MoU) for devlopment of solar parks in India. The MoU will facilitate 848 million US dollars in funding to develop solar parks across India. The collaboration of Asian Development Bank and USAID will initially focus on the state of Rajasthan.
Key facts:


  • The funding will assist India in developing the clean energy infrastructure by the collaborating on design and development of PPP investment models for solar parks.

  • It will help finance the development of solar parks in support of the Government of India’s renewable energy targets.

  • The co-operation between 2 agencies will help to design & develop public private partnership (PPP) models as well as study options for managing grid reliability.

  • Under this agreement, USAID will align the technical resources of its existing Partnership to Advance Clean Energy Deployment (PACE-D) Program.

  • USAID will support ADB’s investments in the development of solar parks and renewable energy transmission infrastructure in states.

Telecom Commission has approved the number 112 as the single emergency number for India, similar to 911 of United States (US) & 999 of United Kingdom (UK). Henceforth Indian citizens in distress will be able to get all emergency services such as police, fire department & ambulance by just dialling this single-number. It will direct the call to concerned departments immediately for help.
Key facts:


  • The service will also be accessible even through those landlines and mobile connections whose outgoing call facility has been temporarily suspended or stopped.

  • Person in distress will be also able to make emergency communication even through SMS.

  • This emergency system has facility to directly learn about the location of the caller or message sender that will be shared with the nearest help centre.

  • The service will be operated and functioned by a call centre like facility. It will have representatives speaking in English, Hindi and the local language.

  • At present, different Indian states have notified various emergency helpline numbers for assistance to special categories of citizens.

  • With this 112 as the single emergency number, all existing emergency numbers such as police (100), ambulance (102), fire brigade (101) and Emergency Disaster Management (108) will be phased out.

ISRO set to launch record 22 satellites in single mission

Indian Space Research Organisation (ISRO) is set to script history by launching a record number of 22 satellites in a single mission in May 2016. These satellites (micro & nano) will be launched using ISRO’s workhorse Polar rocket PSLV C34. It will be carrying India’s Cartosat 2C along with 21 other satellites from the other countries, including United State, Canada, Indonesia & Germany as co-passengers. This launch would be made from the Satish Dhawan Space Centre at Sriharikota. Earlier in 2008, ISRO had sent 10 satellites into orbit in a single mission. The United State space agency NASA holds current world record for sending highest number of satellites in a single launch. It had sent 29 satellites to the orbit in a single launch in 2013.

Haryana Legislative Assembly has unanimously passed the Haryana Backward Classes (Reservation in services & admission in educational institutions) Bill, 2016.
Key Provisions:


  • The bill seeks to provide the reservation in services & admission in educational institutions to persons belonging to backward classes including Jats and 5 other castes.

  • The backward classes have been divided into 3 blocks as Block A, Block B & Block C. Jats, Jat Sikhs, Ror, Bishnoi, Tyagi & Mulla/Muslim Jat have been included in the Block C.

  • It provides to give 10% reservation to these castes for class 3 and class 4 posts and 6 percent in class I and class II posts.

  • These castes will be given 10 % reservation for admission in educational institutions. State Legislative Assembly also passed Haryana Backward Classes Commission Bill, 2016 for institution of a permanent Backward Classes Commission.

Union Health Ministry launches India’s 1st indigenous rotavirus vaccine Rotavac

The Union Ministry of Health and Family Welfare launched India’s 1st indigenous rotavirus vaccine named Rotavac to combat infant mortality due to diarrhoea. It was launched by the Union Health Minister J.P. Nadda as part country’s ambitious Universal Immunisation Programme (UIP). The vaccine is being introduced initially in 4 States Andhra Pradesh, Haryana, Himachal Pradesh (1st to launch it) and Odisha. It would be expanded to the entire country in a phased manner. The Rotavirus vaccine has been developed indigenously under a public private partnership between the Union Ministry of Science Technology, Union Health Ministry, institutions of the US Government and NGOs in India supported by the Bill and Melinda Gates Foundation. The vaccine is administered orally to infants in 3 dose course at ages of 6, 10 and 14 weeks as part of Universal Immunisation Programme (UIP).
Note:


The Rotavac vaccine is addition to three new vaccines that have been introduced by the Union Government as part of country’s UIP. These 3 vaccines are Inactivated Polio Vaccine (IPV), Measles, Rubella (MR) vaccine, and Adult Japanese Encephalitis (JE) vaccine. About Rotavirus The Rotavirus is a genus of double-stranded RNA virus in the family Reoviridae. It most common causative agent of moderate-to-severe diarrhoea (MSD) among infants below 11 months age group and death among children less than 5 years of age. Transmission: The virus spreads from person to person due to bacterial & parasiting agents that are primarily transmitted through contaminated food or water.

Impact on Health: It causes gastroenteritis after it damages the cells that line the small intestine and causes gastroenteritis. In some cases in causes malnutrition, delayed physical and mental development among children

Union Government notifies Aadhaar Act, 2016

The Union Government has notified the Aadhaar (Targeted Delivery of Financial and other Subsidies, benefits and services) Act, 2016. The Act will provide statutory backing for transfer of subsidies and benefits to eligible people having Aadhaar (UID) number.
Key facts:


  • Aadhaar Act seeks to provide efficient, transparent and targeted delivery of subsidies, benefits and services to individuals residing in India by assigning them unique identity numbers (UID) or Aadhaar number.

  • It will be used for all benefit that will be linked to consolidated fund of India or the expenditure incurred from it. Both central and state government can use Aadhaar for disbursal for benefits and subsidies.

  • However the Aadhaar number cannot be used as a proof of citizenship or domicile. The Act gives statutory for establishment of the Unique Identification Authority of India consisting of a Chairperson (part time or full time) and two Members (part time).

  • Those individuals not having Aadhaar number shall be offered alternate and viable means of identification for delivery of the subsidies, benefits or service.

India’s biggest ever land, naval and homeland security exhibition Defence Expo 2016 began in Goa. The four-day biennial event was inaugurated by the Union Defence Minister Manohar Parrikar. This for the first time, the Expo is being held outside the national capital New Delhi.

  • It will also see participation of the major public and private sector companies in India including Defence Research and Development Organisation (DRDO).

The Union Government notified E-Waste Management Rules, 2016

 


The Union Ministry of Environment, Forest & Climate Change notified the E-Waste Management Rules, 2016.

The new set of rules will supersede the E-Waste (Management & Handling) Rules, 2011 and will pave the way for more transparent or environment friendly management of e-waste across the india.
Highlights of E-Waste Management Rules, 2016:

• Manufacturer, dealer, refurbisher and Producer Responsibility Organization (PRO) have been introduced as additional stakeholders in the rules.

• The applicability of rules has been extended to components, consumables, spares and parts of the electromechanical.

• Compact Fluorescent Lamp (CFL) and other mercury containing lamp were brought under the purview of rules for the 1st time.

• Collection mechanism based approach has been adopted to include collection centre, collection point, take back system etc for collection of e-waste by the Producers under Extended Producer Responsibility (EPR).

• Option has been given for setting up of PRO, e-waste exchange, e- retailer, Deposit Refund Scheme as additional channel for implementation of EPR by the Producers to ensure efficient channelization of e-waste.

• Provision for Pan India EPR Authroization by CPCB has been introduced replacing the State wise EPR authorization.

• Deposit Refund Scheme was introduced as an additional economic instrument where in the producer charges an additional amount as a deposit at the time of sale of the electrical & electronic equipment.

• The amount will be returned to the consumer along with interest when the end of life electrical and electronic equipment is returned.

• The e-waste exchange as an option has been provided in the rules as an independent market instrument offering assistance or independent electronic systems offering services for sale & purchase of e-waste.

• The manufacturer is also now responsible to collect e-waste generated during the manufacture of any electrical and electronic equipment and channelise it for recycling or disposal and seek authorization from SPCB.

• For the 1st time, the roles of the State Government was introduced in the Rules in order to ensure safety, health and skill development of the workers involved in the dismantling or recycling operations.

• The State Government will prepare an integrated plan for effective implementation of these provisions and submit annual report to Ministry of Environment, Forest & Climate Change.

UN report: India and China led investments in Renewable Energy in 2015

India, China have led the developing countries in investments made in renewable energy in 2015. It was revealed by ‘Global Trends in Renewable Energy Investment’ Report published by the United Nation Environment Programme (UNEP).

  • For the 1st time commitments of emerging economies in solar, wind and other renewables’ capacity have surpassed those by the wealthy nations.

  • Developing world committed a total of 156 billion dollars in new renewables capacity in 2015 year, these figures up 19 % on 2014.

  • With in the developing economy category, the “Big Three” of India, China & Brazil saw investment rise 16 percent to USD 120.2 billion.

  • In contrast, renewable energy investments by the developed countries were down by 8 percent in 2015 to 130 billion dollars.

  • A large part of the record breaking investment in developing countries took place in China, with its investment commitment up by 17 percent to 102.9 billion dollars.

  • India was also among the top Ten investing countries in renewable energy with its commitments rising 22 percent to USD 10.2 billion.

Iran, Pakistan agree to boost cooperation on security, trade

Iran, Pakistan have mutually agreed to boost bilateral co-operation on regional security and trade. Decision in this regard was taken by the Iranian President Hassan Rouhani & Pakistani Prime Minister Nawaz Sharif during intensive talks in Islamabad. Iranian President Hassan Rouhani is on official state visit to Pakistan and is the 1st visit by an Iranian head of state in 14 years.

The Union Consumer Affairs Ministry has released self-regulation Code of ethical business conduct to be adopted by the Industry on providing best products & services. In this regard, Memoranda of Understanding (MoU) was inked between Department of Consumer Affairs and the industry bodies related to self-regulated code of fair business.


The code contains provision of trustworthy products & services for the consumers, comply with the competition and anti trust laws and respond to consumer complaints promptly.


It covers 6 broad principles to be adopted by the industry viz (i) safety of products & services, (ii) building sustainable supply chains, (iii) marketing products ethically, (iv) non indulgence in unfair trade practices, (v) complying with competition and anti trust laws, (vi) prompt response to consumer complaints.

  • The expenditure involved in implementing the project is Rs.81975 crore in a span of 3 years from 2016-17 to 2018-19.

  • Under the scheme, it is proposed to provide assistance to 1 crore households for construction of pucca house. It will be implemented in rural areas throughout the country except in Delhi & Chandigarh.

  • The beneficiaries will be identified using Socio Economic and Caste Census (SECC)-2011 data ensuring total transparency and objectivity.

  • The cost of houses would be shared between Centre and States Governments in the ratio 60:40 in plain areas and 90:10 for North Eastern and hilly states.

  • Under this scheme, annual list of beneficiaries will be identified from the total list through participatory process by Gram Sabha.

  • Funds will be transferred electronically directly to the account of the beneficiary. He will be able to track the progress of his payments through the app.

  • Inspection will be done though a mobile application. Locally appropriate house designs, will be mainly practised to address the natural calamities.

  • The beneficiary is entitled to 90 days of unskilled labour from MGNREGA. This will be ensured through a server linkage between PMAY and MGNREGA.

  • The additional requirement of building materials, bricks using cement stabilised earth or fly ash will be taken up under MGNREGA.

  • National Technical Support Agency will be established to provide technical support to the Centre & States to ensure their quality of construction of the houses.

During the President’s address in the Joint Session of Parliament in May 2014, it was announced that every family will have a pucca house with water connection, 24×7 electricity supply, toilet facilities by the time the nation completes 75 years of its Independence (by 2022).

ISRO established GIRI Radar System at Tirupati

On 21st March 2016 The Indian Space Research Organisation (ISRO) established the Gadanki Ionospheric Radar Interferometer (GIRI) near Tirupati in Andhra Pradesh(AP).

It was set up at the National Atmospheric Research Laboratory (NARL) which is an autonomous research institute of the Department of Space.
Features of the GIRI System:

• It is a 30 MHz radar system that will be engaged in meteor and space weather research in a comprehensive way.

• It consists of a rectangular antenna array of 160 2-element Yagi-antenna, arranged in a 20×8 matrix, 20 transmitter units, 6 digital receivers including data processing systems, a radar controller, and a host computer.

• Its primary objective is to carry out unattended observations towards studying the forcing from the sun like variation in solar flux, solar flare and magnetic storm on the ionospheric irregularities.

• It also seeks to study unattended observations from the underneath atmosphere (e.g., waves generated by the weather phenomena) on the ionospheric irregularities.

• It will provide important information on the angular location of plasma irregularities during the onset phase and its relationship to baackground ionospheric state parameters and sunset terminator.

• Investigations made using this facility are expected to improve the skill in Equatorial Plasma Bubble (EPB) forecasting which is detrimental for satellite based navigation/communication applications.

About National Atmospheric Research Laboratory(NARL)

• It is an autonomous society supported by the Department of Space and is located at Gadanki near Tirupati in Andhra Pradesh.

• It is one of the specialized atmospheric research in the country to conduct basic atmospheric research, indigenous technology development for atmospheric probing and weather & climate modeling.

• It regularly operates state of the art MST radar, Rayleigh / Mie Lidar, Boundary Layer Lidar, Sodium Lidar, Lower Atmospheric Wind Profiler, Sodar & Dual frequency GPS receiver.

• Its facilities are available for national and international scientists to conduct atmospheric research.

• The proposed up gradation of the upcoming active array MST radar into Incoherent Scatter Radar (ISR) will provide a unique opportunity for scientists from both home and abroad to conduct frontline atmospheric and ionospheric research.

• With the ISR upgrade, NARL will become the 1st comprehensive low latitude observatory in the world.

Union Cabinet has approved World Bank’s $1500 million support to Swachh Bharat Mission - Gramin

The Union Cabinet chaired by the Prime Minister Narendra Modi on 23rd March 2016 approved the 1500 million US dollar project of World Bank to support Swachh Bharat Mission – Gramin .

The approval seeks to provide for the mechanism of incentivisation of States under the SBM-G through World Bank credit. The incentivisation of the States on the basis of their performance under the SBM-G was approved by the Union Cabinet on 24 September 2014.


Disbursement Linked Indicators (DLIs)

Under the project, the performance of the States will be gauged through certain performance indicators, called the Disbursement Linked Indicators (DLIs). Following are 3 DLIs.

• Reduction in the prevalence of open defecation: The funds under this result area shall be released to the States on the basis of reduction in prevalence of open defecation amongst rural house holds in the State, compared to the last year.

• Sustaining Open Defecation Free (ODF) status in Villages: The funds under this result area, shall be released on the basis of estimated population residing in ODF villages.

• Increase in percentage of rural population served by improved Solid & Liquid Waste Management (SLWM): The funds under this will be based on the population served with acceptable level of SLWM services.

Further, the States will pass on more than 95 % of the Performance Incentive Grant Funds to the appropriate districts, Blocks, Gram Panchayats, etc levels. The end use of the incentive grants will be limited to activities pertaining to the sanitation sector.
What the Project will do?

• It will accelerate efforts to achieve sustained outcomes in sanitation by 2019.

• The incentive framework will reorient efforts of States towards the SBM-G ‘outcomes’

• It will also put in place a robust & credible independent verification system for annual measurement of improvement in rural sanitation.

• It will support the SBM-G programme in achievement of its objectives of attaining open defecation- free and clean environment.

• It will ensure a better quality of life for rural population.
Background:

The proposed Project is not a new scheme. It is part of the existing SBM-G, wherein Performance based Incentive Grant Scheme is proposed to be launched through World Bank support credit funds.

The project comes in the background of acceleration of efforts under Swachh Bharat Mission – Gramin which has a goal to accelerate efforts to achieve universal sanitation coverage, improve cleanliness and eliminate open defecation in rural India by 2019.

DIPP notifies 49 Percent FDI under automatic route in Insurance and Pension sector

Union Commerce and Industry Ministry has notified foreign direct investment (FDI) upto 49 Percent in insurance & pension sector will be under automatic route. In this regard, Department of Industrial Policy & Promotion (DIPP) has issued official notification to liberalise its FDI policy in insurance and pension sector. However, FDI above 49 Percent will be subject to approval of the Foreign Investment Promotion Board (FIPB). Prior to this, only up to 26 perecnt FDI was permitted through the automatic approval route in insurance and pension sector. The Union Government in 2015 had increased the FDI cap in insurance and pension sector to 49 Percent from 26 Percent, respectively. But it was subject to the condition that ownership and control remains with the Indian promoter at all times. Thus, existing guidelines on Indian management & control will have to be verified by the respective regulators, Insurance Regulatory & Development Authority of India (IRDAI) and Pension Fund Regulatory & Development Authority (PFRDA). Presently there are 52 insurance companies operating in India, of which 28 are in general insurance and 24 are in life insurance business. FDI into the country has grown by record 40 percent to $29.44 billion during April to December 2015.

Union Ministry of Health & Family Welfare launched new initiatives to combat Tuberculosis

The Union Minister of Health & Family Welfare JP Nadda launched 3 new initiatives to combat Tuberculosis.

The initiatives were launched to mark the World Tuberculosis day that is observed annually on 24th March.

Details related to the new initiatives
Bedaquiline Drug:

• The new anti-TB drug was launched to combat Drug Resistant TB as part of the Revised National Tuberculosis Control Program (RNTCP).

• It is a new class of drug is a diarylquinoline that specifically targets Mycobacterial ATP synthase, an enzyme essential for supply of energy to Mycobacterium tuberculosis and most other mycobacteria.

• It will available at 6 identified tertiary care centres across the country. These sites have advanced facilities for laboratory testing and intensive care for patients.

• It will be given to multi drug resistant TB patients with resistance to either all fluoroquinolone and/or all 2nd line injectables and extensive drug resistant TB.
500 Cartridge Based Nucleic Acid Amplification Test (CBNAAT) machines

• These are in addition to the existing 121 CBNAAT machines that are functional in the country.

• The CBNAAT is a revolutionary rapid molecular test which detects Mycobacterium tuberculosis and rifampicin drug resistance, simultaneously.

• This test is fully automated and provides results within 2 hours.

• It is a highly sensitive diagnostic tool and can be used in remote and rural areas without sophisticated infrastructure or specialized training.

• This highly sensitive state of art technology will be used for diagnosis of TB among key populations like children, PLHIV and extra pulmonary TB patients.
3rd line ART programme for People Living with HIV

• The life-saving 3rd line antiretroviral therapy (ART) will cost nearly 1.18 lakh rupees per patient per year.

• Providing these free would not only safe lives but improve socioeconomic conditions of the patients. This initiative brings India’s ART programme at par with programmes in the developed countries.

Along with these initiatives the Minister also released the TB India 2016 Annual Report and the Technical

& Operational Guidelines for TB Control in India 2016.

These comprehensive set of guidelines are for management of all forms of TB, including drug resistant TB, strategies for intensified case finding and single window care for patients suffering from HIV or TB.

And, a new radio campaign with TB ambassador Amitabh Bachchan and social media campaign were also launched on this occasion.

8th BRICS Summit to be held in Goa

On 22 March 2016 External Affairs Minister Sushma Swaraj announced that India will host 8th BRICS (Brazil, Russia, India, China & South Africa) Summit from 15th October to 16th October 2016 in Goa. India will host the summit in its capacity as chair of the influential block comprising 5 countries with 42 percent of the world population & combined GDP of over 16 trillion US dollars.

India assumed chairmanship of BRICS from Russia on 15th February 2016 and it will last till 31st December 2016.

The minister also unveiled a logo and website of the Summit in New Delhi. The logo for the Summit is a lotus having colours from all the 5 member countries and a traditional Namaste in the centre.

During India’s BRICS Chairmanship, 5 pronged approach will be adopted.
They are:

• Institution building to further deepen, sustain & institutionalise BRICS co-operation

• Implementation of the decisions from previous Summits

• Integrating the existing co-operation mechanisms
• Innovation:

New co-operation mechanisms on government to government, Track-2, business to business and people to people to tap the full potential of BRICS co-operation

• Continuity: Continuation of mutually agreed existing BRICS co-operation mechanisms.

In 2015, the 7th BRICS summit was held from 8 to 9 July in the Russian city of Ufa in Bashkortostan.

Kisan Suvidha is an omnibus mobile app that will provide basic information on subjects such as market prices, seeds, fertilizers, pesticides, weather & agriculture machinery.
Key Features:

The app has a simple interface and the information will be available in Hindi & English. It will provide information on 5 critical parameters weather, market price, input dealers, plant protection and expert advisories. To begin with, a farmer has to register the mobile number, choose a language and also must enter details of the state, district & block or sub-district.
Weather section:

It will show details of humidity, temperature, wind and rainfall for the current day and the forecast for the next 5 days. Additionally, a farmer will be also provided with the extreme weather alerts like hailstorms and unseasonal rains.

Market price section: It will show latest price of all crops traded in a registered agriculture market and mandi of the particular district.

Plant protection section: It will give pest, weed and disease related information as well as management practices for each stage of crop development from nursery to harvesting.

Agro advisory section: It will show messages for farmers from district agriculture officials & state universities in their local language.

The app also directly connects the farmer with the Kisan call centre where technical graduates answer their queries.

Maharashtra State Budget 2016-17

On 18 March 2016 Maharashtra Finance Minister Sudhir Mungantiwar presented the Annual State Budget 2016-17 in the state legislature.

While presenting the budget, which largely focused on agriculture sector, the finance minister added that 2016-17 will be observed as the Shetkari Swabhiman Varsh. He dedicated the budget to the baliraja or the farmer.

In the budget, Mungantiwar projected revenue mobilisation of 220810 crore rupees against revenue expenditure of 224454 crore rupees.

The revenue deficit, which was estimated at 3757 crore rupees by the end of 2015-16, had been revised to 9209 crore largely due to expenses incurred on drought relief in over 15000 villages. The minister also proposed an allocation of 25000 crore rupees for the farm sector after output declined 2.7% against a target of 6% growth.

Also, budget estimates anticipated a decline in the share of tax revenue in total receipts from 8.06 % in 2015-16 to 7.97% in 2016-17.
Key Highlights of Maharashtra Budget 2016-17:

• For the irrigation sector, the minister proposed an allocation of 7850 crore rupees against 7272 crore rupees in 2015-16.

• Registration documents to be uploaded online, which will eliminate the need to visit sales tax office for verification.

• Deemed acceptance of returns within Four years if returns filed and payment made & returns are correct.

• Assessment proceedings can be closed if a dealer agrees with observations of assessing officer or files revised return.

• Employer can transfer TDS credit to sub contractor.

• An amnesty scheme proposed under the Industrial Policy 2013 for closed and un-revivable units.

• An amnesty scheme for professional tax enrollment holders with a provision that tax liability & penalty will be restricted to the previous 3 years.

• Exemption of VAT proposed on warping and sizing of yarn for promoting the textile industry.

• Increase in the turnover limit for composition to retailers under the Maharashtra VAT Act to 1 crore rupees from 50 lakh rupees.

• Exemption of VAT on mammography machines used for detection of breast cancer.

• Advance Ruling provision in place of DDQ.

• Information return by e-commerce portals will contain information about the suppliers.

• Entry tax levied on marble & granite slabs.

• PT exemption given to CRPF & BSF.

• Sugarcane purchase tax exemption for 2015-16 given to sugar factories exporting sugar as per government policy.

• Tax on petrol & diesel, which was imposed from 1st October 2015, to continue for another year.

• VAT Floor rate increased from 5 to 5.5 %.

• Mobile handsets purchased locally and sold in the course of inter state trade to be eligible for set off to the extent of the liability under the Central Sales Tax Act on their sales.

• Coconut oil sold in packing up to 500 ml to be taxed at 12.5 % instead of 5 %.

• Medicinal Hair oil made taxable at 12.5 %.

• Sweet corn made taxable at 5 %.

• Barbed wire, wire mesh and chain links made taxable at 5 % instead of 12.5 %.

• VAT on cotton seed reduced to 2 % from 5 %.

• VAT on battery operated and hybrid fuel operated public transport buses exempted.

• VAT on pyrolysis oil and LED tubelights reduced to 5.5 %.

• VAT on Sterlie water for injection reduced to 5.5 % from 12.5 %.
